If the first level of data is insufficient the most likely <br />way to ~~nsate is to increase the second level; in this case, the number of <br />obs°~vations. We would be happy to help as much as possible in setting up a fixed <br />antenna system because of the advantage attributed to this method. <br />Another item we feel could be modified is the apparent lack of a hunting policy by <br />your o~~y on cca~gaany controlled land. It is our understanding that hunting was <br />allowed on Yampa Colorado Mining Co. controlled land. Obviously it would enhance <br />the reliability of the study if there were no mortality of instrumented elk, and <br />you ceuld better oacmiuiicate this to your own employees than to outsiders. This <br />may lower the chance of losing an instrumented elk from hunting mortality. We <br />recannend you institute an elk hunting management plan to regulate both the total <br />number of hunters in the field on ~g~any land as well as total harvest on anq~any <br />land. It is our reaxmiendation to your company that you be given input on an~pany <br />hunting policy for oortq~any land. <br />Radios can and often do fail. Because of that we reoaRrend that whenever animals <br />are being trapped, be prepared to test all radios on recaptured animals. If an <br />extra radio or two is at hand you can simply replace the failed radio with one that <br />works while keeping the same animals instrumente3 through the life of the study. <br />Radios can be recenditioned by your supplier. <br />You mentioned problans with censusing elk fran the air because of inconsistent <br />flight problems. We use a strip census technique which is explained quite well <br />in the Wyoming Handbook of Biological Techniques, Wyoming Carne and Fish Department, <br />Cheyenne, 1977, 393 pp. <br />Descriptions of calving sites should be mnntinned after Permit 79-177 OSM Special <br />Stipulation No. 4 as sites are identified. we are thinking of information you <br />presented in your September 11, 1980 letter to Messrs.
