Where construction in or immediately adjacent to WI ~ cannot be BMP <br /> avoided, specific protection and mitigation measures csigncd to <br /> protect or restore riparian values will be implemented. These may <br /> include, but would not be limited to: use of silt fence, erms, straw <br /> bales, or other measures to minimize sediment contrib lions to the <br /> riparian area; use of geotextiles as a base for road fills to avoid <br /> disturbance of riparian soils; placement of appropriate drainage <br /> structures to maintain effective flows through the ripa ion area, <br /> stabilize slopes, and minimize erosion; recovery, sloe piling, and <br /> replacement of riparian soils by horizon where soil dis turbance is <br /> unavoidable; and use of a USFS approved riparian see d mix and <br /> riparian plantings. Sediment filters and traps must be sed, unless <br /> waived in writing by a USFS representative. Silt fend g alone will <br /> generally not be considered adequate. All sediment co trot <br /> structures must be routinely inspected and maintained ntil their <br /> function has been replaced by adequate reclamation pr actices. <br />Road Operations 35. Minnesota Creek, Dry Fork, and Horse Gulch roads will continue to BMP <br /> be open for public full size vehicle and ATV use throughout the <br /> project. MCC will sign roads warning the public of hoary truck <br /> traffic during the active drilling season. <br /> 36. All project temporary roads will be closed to public motorized BMP <br /> vehicle use during the active drilling season and during the winter <br /> months. Motorized will be restricted to administratively approved <br /> traffic during this closure period. Locked gates and signs meeting <br /> USFS MUTCD requirements will be provided, install~d, and <br /> maintained by MCC at the intersections of the Horse Gulch and <br /> West Flatiron roads, the Dry Fork Road and Long Draw Saddle <br /> ATV Trail, the Dry Fork and Upper Deep Creek roads and any <br /> other locations designated by the USFS official. The drilling season <br /> is expected to end each year in September, at which tit~ne certain <br /> temporary roads will be open for public motorized used until snow <br /> conditions preclude use. The roads that will be open tq public <br /> motorized use in the fall include West Flatiron, Long Draw Saddle, <br /> and West Bench Roads. <br /> 37. By September 1, MCC will post warning signs, at locations BMP <br /> designated by the USFS, to wam hunters of dangers associated with <br /> increased traffic on roads resulting from project acttvdtes, drilling <br /> operations, and methane-venting. Depending on the lo~ation of drill <br /> rigs during the big game seasons (typically only during early <br /> seasons), additional temporary gates may need to be iq~stalled to <br /> prevent public ATV access to active drill sites. Roads Closed to <br /> public motorized use due to drilling or methane-venting operations <br /> shall be clearly posted as "closed" using signs with m'ps of the <br /> closure area and the reasons for closure. At each closu a location <br /> Manual of Uniform Traffic Control Devices (MUTCD approved <br /> road closure devices must be used.
