George
Gregg, Lamar Pianager, contacted me about mining east of the railroad
tracks and asked if a Technical Revision was necessary on this perrzit. As
I told you and George, it appears to me that the entire area (77.85~acres)
was permitted and bonded. In fact~tl~e permit application projects mining
east of the tracks in 1979.
Exhibit "D",page S, Mining Plan and Stages'
"After Stage 0 is completed in 1978, mining will be conducted in the area
east of the railroad."
Exhibit "D", page 8, Mining Timetable
"The operator estimates a highly variable market over the next Fift~:en Years."
Mining is still continuing in Phase 0, but it has now become necessary to
also mine east of the railroad in Part 1, Stages III,IV and V to supply
fill and base material to the new German bus plant that is being bu:'.lt in
Lamar. This is a pleasant thing that causes the highly variable mar};et.
It is my opinion from detailed study that the area is permitted and bonded.
The only change is a modification of the timetable, and those are only
projections and estimates when developed. Since this is the situation, I
see no need for a Technical Revision. This letter will keep you informed of
NALGO's mining and of their desire to remain in compliance.
Cordial- _ ly -
Lloyd V~, "Bu~c'k" Barnhart
NALCO Consultant
cc: VALCO(Lamar
