Dear Mr. Oswald:
Included herein is United Companies' response to the above referenced inspection
regarding the issue of topsoil for the purpose of reclamation at the River Road operation,
specifically for the pit floor of the site.
STATEMEA'T OF COA~D~OTMENT:
I. With regard to the situation that an insufficient amount of topsoil is stored at the
River Road Gravel Pit for the purpose of reclamation, United Companies commits to
following remedy.
Immediately adjacent to the west of the subject property is a property owned by
United Companies knowtt and operated as the Railhead Gravel Pit (M-9~-036). At
this location, there is an abundant surplus of topsoil that will be salvaged, stored and
used for reclamation at the River Road Pit site. In order to plate the floor of the
subject site with 8" to 12" of topsoil, approximately 30,000 cubic yards of topsoil
must be salvaged and stored. This topsoil will be stored in the northeast section of
the Railhead Gravel Pit. Please see the attached map that depicts the storage area.

The soil will be stockpiled using front-end loaders and dump trucks. During the
stockpiling process, a certain amount of compaction will occur. This will be
beneficial in the prevention of erosion.
