Charles C.
Rehn, served as the professional engineer during the design and construction of this
project. Mr. Rehn has seventeen years of experience in geotechnical engineering and
is registered in the state of Colorado. He has consulted for Mountain Coal Company
on various projects since 1984.
The rules and regulations for coal mining regarding certification is as follows:
"4.03.1(1) (d) The design and construction or reconstruction of haul
roads not within the disturbed area in accordance with 4.05.2(1) shall
be certified by a qualified registered professional engineer, if required
by the Division for good cause shown."
The project being certified is the new haul road segment located in the
northeast corner of the West Elk Mine site to serve as the main access for mine
personnel. The closure of the original haul road was caused by the construction of
the stack tubes and new crusher building. The new segment is approximately 2500
feet long and is bounded by the lower refuse pile on the west and north sides and by
ACompony
