Nahcolite Mineral Leases, Rio Blanco <br />County, Colorado <br />Dear Mr. Baker: <br />As you are aware, a review of your recently issued Permit was made concurrently with a <br />review of the Annual Report submitted by Natural Soda, Inc. This review brought to light that <br />the Permit definition of the Injection Interval did not adequately define the intended relationship <br />between the Injection Zone and the Injection Interval. It was the intent of EPA to define the <br />entire L-5 Zone as the Injection Zone. The Injection Interval which comprises the actual mining <br />unit would be part of the Injection Zone. Although the injection of fluid for the purpose of <br />mining occurs in the Injection Interval, the influence of this injection fluid is allowed within the <br />entire Injection Zone. This was the purpose of exempting the entire L-5 Zone from the definition <br />of an underground source of drinking water <br />Enclosed is a copy of the Final Permit Modification No. 1 of EPA Area Permit No. <br />C030358-00000, Natural Soda, Inc. Nahcolite Mineral Leases and a copy of the amended <br />Statement of Basis.
