We are currently negotiating with the owners for the possible <br />acquisition of these mine assets and facilities. In our judgment, the current economic climate is ~ <br />not conducive to the profitable operation of these mines. We aze speculating, however, that in .(~`'~ ,`Q <br />the future the coal market will improve to the point where these mining properties will be ~~\ <br />financially successful. The concern, at [his point, is how do we preserve the mines during this <br />interim period, without losing the permits or triggering the reclamation obligations. In this <br />regazd, will you please address the following questions: <br />1. "fhe three year permitting period Ior Lorencito wiil conclude sometime this fall. Is i[ <br />possible to extend it for an indeterminate period of time without commencing operations? If the <br />permit can't be extended, how difficult is it to let the permit expire and then resubmit the permit <br />application in future years when the coal marketjustifies opening the mine? <br />2. What can be done to maintain Picketwire in temporary cessation, until operations become <br />feasible? In this scenario, would there be any time constraint to Picketwire's temporary cessation <br />status? <br />3. What can we do to maintain our permits and avoid reclamation, until [he mazket <br />conditions allow us to mine and process the coal? <br />
