The mine would be <br />developed to extract uranium and vanadium from the Salt Wash Member of the Morrison <br />formation in the Uravan Mineral Belt. The proposed mine and associated ventilation shafts are <br />located on the J Bird # 3, 4, 5 and 8 mining claims. The mining claims are owned by David H. <br />Chiles and were located on February 26, 2005. The Plan was submitted in accordance with BLM <br />regulations at 43 CFR 3809 and 3715. The new disturbance proposed is two acres for the mine <br />and stockpile areas; during the life of the mine, the proposed disturbance could increase to 7.5 <br />acres. The site would be mined and reclaimed in accordance with the mine plan. The BLM case <br />file number assigned is COC68907 and the Colorado Division of Reclamation Mining and Safety <br />(CDRMS) permit number assigned to this operation is M-2005-050. <br />Proposed Action (Applicant's Mining Plan): The Plan is located on Wray Mesa in Montrose <br />County, Colorado approximately eight miles west of Bedrock, Colorado and 20 miles east of La <br />Sal Junction, Utah. A small underground uranium vanadium operation with two to three mine <br />workers is proposed, mining approximately 20 tons of ore per day. Mining would be conducted <br />using random room and pillar techniques and conventional explosives. Explosives would be <br />used twice a day. Equipment used in the mine include jackhammer and jackleg drills using <br />compressed air, rubber-tired skid steer loader and a 6-ton buggy haulage unit (ore bucket). <br />Water would be hauled to the site using apick-up in 100 to 300 gallon loads. The ventilation <br />fan would be powered by diesel. Ore would be loaded into trucks with a loader and hauled <br />
