P.E. <br />State Engineer <br />Dear Mr. Healy: <br />We have reviewed your April 10, 2000 letter requesting renewal of the Midwestern <br />Farms gravel pit substitute water supply plan for the year May 1, 2000 through April 30, 2001. <br />The required $217 fee has been paid. Well permit no. 53050-F is currently issued to the pit <br />itself, and permit no. 51333-F (expired) was issued for construction of a well that would be used <br />to supply concrete production and dust suppression needs. <br />The estimated maximum net depletion from the pit is 167.15 acre-feet per year. This <br />level of annual depletion consists of 123.45 acre-feet of evaporative loss from 28.5 acres of <br />ground water exposure, 23.54 acre-feet of water retained on the mined product, 12.48 acre-feet <br />of water used in dust suppression, and 7.68 acre-feet of water used in concrete hatching. <br />A monthly breakdown of the estimated consumption is given on the attached table. Also <br />given on the table are the lagged depletions to the Arkansas River as both absolute amounts <br />and as percentages of the concurrent consumption. In practice, monthly replacement water will <br />be provided to the river based on a percentage of that month's actual consumption as <br />determined from exposed water surface, weight of mined product, yards of concrete produced, <br />and metered pumping for dust suppression. <br />The source of replacement water to cover this year's depletions comes from 200.6 acre- <br />feet of consumable water purchased from Colorado Springs Utilities which is expected to cover <br />the pit's depletions and any evaporation, transit, or storage losses. This 200.6 acre-feet is a <br />portion of a total of 1,264 acre-feet purchased by LAWMA for various post-1985 well users for <br />which it administers substitute supply plans. This water is delivered into the Offset Account in <br />John Martin Reservoir and then released to match depletions. <br />As an additional source of long term renewable supply of replacement water Midwestern <br />is committing to this plan 92 shares of its stock in the Buffalo Mutual Irrigation Company, which <br />you have estimated yield an average of about 167.15 acre-feet annually. These shares will <br />continue to be used for irrigation until they may be needed for replacement purposes. <br />
