• ~
l~il nerels

The only mineral resource to be Impacted by the no action aftematNe is coal. M the
coal wfthln the lease application boundary k rxx recovered as minirp proceeds whhin the
Deserado Mine LMU and according to that schedule, the coal w91 be bypassed and may not be
economically recoverable. Thus the 8.7 m011on tons of reserves within the lease application area
may be lost from future use.
In addRion to this loss, 1.0 mHlion tons of coal wBl not be recovered from leases
COC023703 and COC44693.
WRhin the Fled Wash Tract. 9.2 mHlion tons of coal would be bypassed under the no
action altemat)ve. The remaining Impacts would be as above.
The coal may be evadable for lease at a later date.
Alr al
The emission of mine gases from the Deserado Mine would continue es stated above as long as
longwall mining is cominued on the existing leases. Once longwali mining ceases than the emissions
would be reduced by 600 thousand cubic feet par day since there fs no gob associated with room and
pllar mining.
• Recommended Mkiaation
t. Continued veming of mine gases as a resuR of mine operations on existing leases at the
Deserado Mine should be reviewed by the Cdorado Air Ouality Control Division end the mine
operator should acquire any emissions permits shown necessary by that review.
2. The potenCial for economically capturing and using gob methane or safely flaring should be
assessed by Western Fuels, MtAD, OSM and BLM as part of the periodic review of mine plan
revisions. The dedsbn resulting from that assessmem should be Incorporated Imo the
approved mine plan.
Social /Economic
The no action altemettve would result in not Issuing a competitive coal lease at this tlme. This
would remove the potential of extending the mine Ifle by seven (n to seven and one-Ralf (7.5) years
The social and economk 4npacts would remain the same as those stated far the existlng Deserado
Mine.
Unavoidable Adverse Imnads
The effect on elr quality due to mine gas emissions would continue for the IMe of the existing
Deseredo Mine.
Short-Term Uses vs. Long-Term Productivity
• None.
