• The underground mining operations utilize longwall and room <br />and pillar mining methods. The B and D coal seams will be <br />mined at a maximum production rate of about 1.4 million tone <br />per year. Excluding surface subsidence, as discussed in the <br />environmental assessment, no surface disturbance will result <br />from this action. <br />A chronology of events related to the processing of the PAP <br />is included with the decision document. The information in <br />the PAP, as well ae other information identified in the <br />decision document, has been reviewed by Colorado MLRD staff <br />in coordination with the OSM Project Leader. During the <br />review of the PAP, no major issues were identified. <br />The public was notified of the availability of the PAP for <br />review by publication of newspaper notices for four <br />consecutive weeks, with a last publication date of <br />September 14, 1991. One comment on the PAP was received <br />from the Colorado Division of Water Resources (CDWR), <br />objecting to approval of the permit revision until pending <br />water rights issues were resolved. Western Fuels adequately <br />addressed those concerns, and CDWR withdrew their objection. <br />Colorado MLRD determined that a bond in the amount of <br />$5,264,028 is adequate for the Colorado Permit No. C-81-018 <br />associated with this mining plan action. The bond is <br />• payable to the State and the United States. <br />The PAP submitted by Western Fuels and updated through <br />January 17, 1992, Colorado MLRD's permit provided to OSM <br />under the cooperative agreement, the environmental <br />assessment of the proposed action and alternatives prepared <br />by OSM, other documents prepared by Colorado MLRD, and <br />correspondence developed during the review of the PAP are <br />part of OSM's administrative record~f. <br />and L.
