• The underground mining operations utilize longwall and room
and pillar mining methods. The B and D coal seams will be
mined at a maximum production rate of about 1.4 million tone
per year. Excluding surface subsidence, as discussed in the
environmental assessment, no surface disturbance will result
from this action.
A chronology of events related to the processing of the PAP
is included with the decision document. The information in
the PAP, as well ae other information identified in the
decision document, has been reviewed by Colorado MLRD staff
in coordination with the OSM Project Leader. During the
review of the PAP, no major issues were identified.
The public was notified of the availability of the PAP for
review by publication of newspaper notices for four
consecutive weeks, with a last publication date of
September 14, 1991. One comment on the PAP was received
from the Colorado Division of Water Resources (CDWR),
objecting to approval of the permit revision until pending
water rights issues were resolved. Western Fuels adequately
addressed those concerns, and CDWR withdrew their objection.
Colorado MLRD determined that a bond in the amount of
$5,264,028 is adequate for the Colorado Permit No. C-81-018
associated with this mining plan action. The bond is
• payable to the State and the United States.
The PAP submitted by Western Fuels and updated through
January 17, 1992, Colorado MLRD's permit provided to OSM
under the cooperative agreement, the environmental
assessment of the proposed action and alternatives prepared
by OSM, other documents prepared by Colorado MLRD, and
correspondence developed during the review of the PAP are
part of OSM's administrative record~f.
and L. Lowrie
Date / ///~~
'. Attachment
•
