~. . -

Memo to Susan McCannon
Tatum letters of May 24 & May 26, 1995
page 3
~i
structure on February 1, 1994, I presented a 30 minute summary of my
preliminary opinion. At that time I had only completed an examination of
the structure and its immediate surroundings. Therefore, my comments
dealt primarily with what the structure's symptoms suggested to me...
I prefaced my comments regarding my preliminary summary of
observations regarding the condition of the Tatum structure with generic
comments regarding mine subsidence. During that discussion I referred
to the angle of draw. I recall stating that, while I did not specifically
remember the Golden Eagle mine's subsidence parameters, angles of draw
determined for Colorado underground coal mines with low stratigraphic
dips commonly fall in the range from 23° to 27°." As a supporting
reference for this observation, I have also previously cited the Society of
Mining Engineers of AIME Preprint No. 85-328, a preprint of a paper I
authored in 1985, entitled "Coal Mine Subsidence in Colorado: Practical
Application in a Regulatory Setting".
Letter of May 26, 1995
Mrs. Tatum's letter of May 26, 1995, is a restatement of the Tatum's position
regarding the events which they allege have effected their residence, including their
opinion regarding potential guilt and complicity. As such the letter does not contain
any technically related statements or requests for information which have not been
responded to in my earlier memos.
I hope that these comments provide the clarification which Mrs. Tatum desired.
cc: Dan Hernandez
Randy Price
Mike Long, Director
Doc: M:\COAL\JAP\TATUM2.MOR
JP/1P
