Townsend: <br />,• (~~A <br />a s' <br />r'. jy.1A110iJ <br />~,~1Nt 01 t.8iiff2l its <br />Calo Dept. <br />Our staff has reviewed the cultural resource documentation concerned with <br />Seneca Coals' Seneca II mine in Routt County, Colorado. <br />A total of 7 sites were identified by the various surveys. Of the seven <br />sites, five were recorded (the Texas Instrument Survey reports a "corral" and <br />"stockpond" but records neither one). Of tl~e five recorded sites, three were <br />recommended as not eligible (SRT 145, 146, 147) while tiao other sites (SRT <br />142, 139) were "potentially" eligible, but needed further work before final <br />recommendations could be made. Testing indicated that site SRT142 was not <br />significant and warranted no further work. Testing at SRT 139 uncovered a <br />number of hearths; as a result, further mitigation was undertaken and <br />completed. Formal eligibility of site SRT139 was never conducted and is no <br />longer relevant since the site is destroyed. Unanticipated finds are <br />protected by the attached stipulation. Additionally, if previously unplanned <br />surface disturbing activities are necessary in unsurveyed areas, Seneca Coal, <br />Ltd. has agreed to conduct a cultural resource survey of the area(s) and <br />submit a report and a description of the proposed disturbance for approval to <br />Colorado Mined Land Reclamation Division and OSPt prior to commencement of any <br />such activity. <br />We therefore recommend that sites SRT139, 142, 145, 146 and 147 be found not <br />eligible for nomination to the National Register of Historic Places and ask <br />for your concurrence in this recommenda[ion as well as in our finding of "No <br />Effect". <br />If you have any questions conceriling this matter, please call Foster Kirby at <br />(303) 837-5656. <br />Sincerely, <br />~ .~~ <br />chard E.
