Introduction <br />This document is the proposed decision of [he Colorado Division of Minerals and Geology (the <br />Division) for a Phase III bond release request at the Edna Mine, Permit No. C-80-001. Three separate <br />areas are included in the request: East Ridge, Center Ridge and South of Shop. This decision <br />document has four parts: 1) procedures and summary of the bond release process; 2) criteria and <br />schedule for bond release; 3) observations and findings of the Division regarding compliance with <br />the bond release requirements of the Colorado Surface Coal Mining Reclamation Act (Act) and <br />Regulations promulgated thereunder; and 4) the Division's proposed decision on the bond release <br />request. <br />Detailed information about the review process can be found in the Act and the Rules and Regulations <br />of the Colorado Mined Reclamation Boazd for Coal Mining (Rules). All sections referenced within <br />this document aze contained within the Rules. Detailed information about the mining and <br />reclamation operations can be found in the permit application on file at the Division offices, located <br />at 1313 Sherman Street, Room 215 in Denver, Colorado. <br />The Edna Mine is a surface mine which was permitted and operated by the Pittsburgh & Midway <br />Coal Mining Company (P&M). Surface mining began at the Edna Mine in the late 1940's and <br />ceased in 1995. P&M has operated the mine since 1961. The surface and mineral ownership of the <br />land for which bond release has been requested is federal land managed by the Bureau of Land <br />Management (BLM) and private. <br />Edna Mine 1 Bond Release No. 5 <br />C-80-001 Revised April 7, 2000 <br />
