The work was performed pursuant to the <br />proposal indicated in your December 4, 1998 letter to Mr. Mezei. <br />The property is located at the San Miguel River within Secticr. <br />32, Township 93 North, Range 9 West, San Miguel County, Colorado. <br />Your letter indicated that the sccpe of work to be performed <br />under Department of the Army permit number 199675325 would be <br />modified from a previous modification due to self-healing of the <br />river. The proposed work was substantially less intensive than <br />the previous two proposals. <br />On April 22, 1999, Mr. Nick Mezei visited the subject site, <br />and met with Messrs. Almy, Helaud, Grottier, Jeblcnski, and <br />Cameron. The inspection included areas both on Telluride <br />Gravel's property and on public lands managed by your of°ice. <br />The purpose of the inspection was to compare work which has been <br />performed, and the condition of the river, with concerns <br />expressed in the past about the degradation of the river system. <br />There has not been any work performe3 on the South Fort'. <br />The suui:ii cork appeared to be in she process of sel_-s~ai;lli~i,~g, <br />based on evidence of new vegetative growth and sloping of the <br />channel banks. The river downcutting has not been reversed. The <br />overbank vegetation die-off appears to have stabilized and it is <br />not clear that such die-off was caused by the river downcutting. <br />The San Miguel River upstream from the confluence with the <br />South Fork was modified for about 500 feet. The modifications <br />consisted of high flow channel creation and bank stabilization on <br />the right bank. The high flow channel creation was carried to <br />the confluence and it mimics the braided channel condition <br />typical of many confluence areas. The left bank has not been <br />altered and the potential exists for channel micration toward <br />this area.
