(COLOWYO), CDMG PERMIT C-81-019; <br />BASELINE MONITORING PROPOSAL, SOUTH TAYLOR AREA <br />Dear Mr. Walker: <br />Colowyo Coal Company L.P. (Colowyo) is preparing to begin a baseline monitoring program for <br />surface and ground water associated with the South Taylor Area. The purpose of this letter is to <br />request the Division review the proposed sampling parameters for baseline water collection. <br />Please note we are proposing some exceptions from both the 1982 CMLRD Guidelines for baseline <br />sampling or the Water Quality Control Division regulations. One, we have not included dissolved <br />oxygen as a field parameter for surface waters as it is not a limiting water quality condition associated <br />with coal mining. Two, oil and grease monitoring will be visual only for surface water samples. Three, <br />we are proposing the analysis of the dissolved form of metals in ground waters, consistent with our <br />current operational monitoring plan. Lastly, we are proposing the analysis of the total recoverable <br />form of metals in surface waters, consistent with our current operational monitoring plan. <br />The proposed Sampling Parameters and Associated Minimum Detection Limits are shown in Table 1. <br />The Field Parameter List is shown in Table 2, and Monitoring Frequencies are shown in Table 3. <br />We request you review this proposed parameter list with the Water Quality Control Division to ensure <br />adequate interpretation of portions of the Water Quality Regulations.
