OFFSITE DOSE COMMITMENT <br />I. Introduction <br />License condition 13.1.9.2.1 of the Colorado Radioactive <br />Materials License CO-369-035 requires that an off::ite dose <br />evaluation be presented to the Division in each semi-annual <br />report. This report has been prepared to comply with this <br />license condition by following the stipulations sett forth in <br />license condition 13.3.3, Radiological Health and Safety <br />Procedure 3-8 (Offsite Dose Evaluation), 23UREG-0859 <br />(Compliance Determination Procedure for Environmental <br />Radiation Protection Standards for Uranium Recovery Facilities <br />40 CFR Part 190), and various correspondence between Cotter <br />Corporation and the Division. Documents which comply with <br />license condition 13.3.3.4 and 13.3.3.5 have been provided to <br />the Division in previous semi-annual reports and remained <br />unchanged during this reporting period. <br />II. Nearest Feasible Residence <br />The nearest feasible residence to the licensed operations is <br />located on the uppermost portion of the mountain ridge <br />northeast of the facilities. This residence is lo~~ated at an <br />elevation of 7450 feet or approximately 900 feet higher than <br />the 6550 foot elevation of the licensed facilities. The <br />line-of-site distance from the ore crusher-sorter .is <br />approximately 3700 feet (0.7 miles). To evaluate dose <br />commitments at this residence, an environmental sampling <br />station was placed approximately one quarter of the way up the <br />side of the mountain between the residence and the licensed <br />facilities. This location was chosen because of ttie electric <br />power availability, accessibility, and its location between <br />the licensed facilities and the nearest residence. It also <br />provides a conservative estimate for the evaluation of the <br />offsite dose commitment to the nearest feasible residence <br />since it is closer to the licensed facilities than the <br />residence. <br />III. Background Air Monitoring Location <br />Based upon discussion with a private consultant, Cotter has <br />determined that the optimal location for a background <br />particulate monitor is a site proximate to the west property <br />boundary. This location was chosen because of the predominant <br />valley wind patterns in the vicinity of the licensed <br />facilities. Specifically, the valley experiences diurnal wind <br />patterns such that the primary wind direction during some <br />portions of the day is down valley and at other times is up <br />valley. Since the licensed facilities are located near the <br />valley floor, environmental releases are affected by these <br />
