Description of the Reclamation Plan <br />The reclamation plan for the HG Loadout is found in Tabs 16 through 20 and 23 of the <br />permit application. A partial summary of this plan is given here. For a more complete <br />summary and references to specific portions of the permit application, see Section B of <br />this document. <br />Within the 176 acres of proposed permit area, approximately 106 acres have been <br />disturbed or are proposed to be disturbed by mining-related operations. The l06 acres <br />includes small acreages that either aze to be disturbed either immediately after permit <br />issuance for building a small portion of a haul road or aze to be disturbed immediately <br />afer the facility is closed down to facilitate final reclamation. <br />Backfilling and Gradine <br />All facilities will be removed at final reclamation including: buildings, haul road:., ramps, <br />coal stockpiles and railroad loop. Drilled holes and underground openings will be closed <br />when no longer needed for approved mine operations. No coal is being mined at the site <br />therefore there is no acid-forming or toxic forming coal mine waste being genera~:ed at the <br />site to dispose of. Processed coal will be shipped from the site and all debris and coal <br />fines will buried during the process of backfilling and grading and then covered with <br />topsoil to prevent contamination of surface and groundwater. <br />The site will be returned to approximate original contour representative of the topography <br />that existed prior to construction of the loadout. No streams aze proposed to be relocated <br />as a result of the operation so none will need to be rehabilitated. <br />Topsoil Handling and Revegetation <br />Suitable topsoils were stripped prior to construction of the loadout in 1978. Topsoil will <br />be salvaged from any further ground disturbance. <br />Topsoil will be replaced on areas disturbed by construction or operation of the loadout <br />and railroad loop to a minimum depth of six inches. Approximately 55,100 cubic: yazds <br />of topsoil were salvaged prior to loadout construction for this purpose and stored in three <br />topsoil piles located in the permit azea. Vegetative cover was established on thes° piles to <br />aid in stabilization of the resource. <br />Hayden Gulch Terminal Inc. proposes to return the land use to pasture and rangeland <br />upon cessation of operations. Three separate seed mixes will be used to establish three <br />separate communities: dryland pasture, improved pasture, and native rangeland. The <br />seedmixes proposed incorporate native and site-adapted species with several introduced <br />species being included. In pastureland designations this is necessary for the utility of the <br />lands. The introduced species proposed for the rangeland aeeas are a low percentage of <br />the entire mix, generally exhibit quick establishment, or have nitroeen fixing <br />chazacteristics.
