Construction
of the powerline is necessary to allow the mine to operate at maximum
capacity.
Dorchester Coal has consulted with Mr. Scott Skinner of Southern
Colorado Power Co. regarding construction of this power line. They
will be totally responsible for all aspects of the line to the new
Dorchester substation, as shown. At that point, Dorchester will
become responsible for construction of the new substation and the
69KV line to our existing substation. All local, state and federal
rules and regulations will be followed in the construction and
maintenance of this line, as they pertain to Dorchester Coal Company.
Construction of the new substation would consist of approximately
a 50'x60' site and a 12'x12' concrete pad with up to five (5) 1000KV
transformers, or one (1) 7500 KV transformer located on it. Before
construction begins, topsoil from the pad area would be removed to a
depth of 6-12" and placed in the topsoil stockpile. Total earthmoving
is expected to be less than 25 cubic yards. Upon completion of
construction, the substation would be fenced and graveled. A berm
would be constructed along the lower end of the site for erosion and
runoff control.
As plotted on Map DOR-1, routing of the 69KV power line from the new
substation to Dorchester's existing substation (approximately 3,850')
will cause virtually no surface damage. The total number of poles
needed for the line is 22 to 24, according to standard practices.
Dorchester Coal does not plan to place coal waste south of the existing
or proposed power lines at this time. Alternative coal waste diposal
areas could be abandoned strip pits or by revising the current coal
waste pile plans.
~1 Cuh.r•Ir.ir t~ nl 1)n rr hr.r,•. Cd. ~,..; r,r..r~...n
