A public comment and analysis process is required <br />by the National Environmental Policy Act of 1968, as amended. This is the initial step in the <br />public scoping process. <br />The proposed action being considered is Minnesota Canal and Reservoir Company is requesting <br />to upgrade Monument Dam (1Glinnesota Re"servoir)~and-install preventative measures because of <br />the planned expansion of the West Elk Mine. The preventative measures are required for the <br />dam so that it has adequate factors of safety under static conditions and that mine-induced <br />seismicity will not cause material damage to the facilities.. This upgrade will need to establish a <br />barrow area across the dam access road, causing potential traffic delays on NFSR 711. This <br />work will take place within and outside of their current Special Use Authorization and will <br />involve no timber removal. The location of the dam Section 32, T. 135., R. 90W, 6a' P.M. <br />The comment period for this project will end 30 days following the publication of this in the <br />Grand Junction Daily Sentinel.
