Construction of powerlines at the Munger Canyon Mine will conform to REA Bulletin <br />61-10 to provide adequate protection for raptors against electrocution. Grand Valley <br />Coal Company has stated that a posted speed limit of 15 mph will be enforced at the mine <br />to minimiie the potential for vehicle-deer collisions. The crossing over East Salt Creek <br />has been designed to safely pass the required flow events to avoid damage to the creek. <br />No pesticides will be used in this operation. <br />Pursuant to Rule 2.07.6(2)(n) and on the basis of available information, the Division finds <br />that the proposed activities will not affect the continued existence of endangered or <br />threatened species or result in the destruction or adverse modification of their critical <br />habitats. <br />With the acceptance by the applicant of the above stipulation, the operation is in <br />compliance with the requirements of this section. Fish and wildlife habitat is a planned <br />post-mining land use. The applicant has selected appropriate plant species and <br />distributions to benefit fish and wildlife (4.18(4)(1)). <br />XI. Subsidence <br />Information regarding subsidence for the Munger Canyon operation is provided in <br />Section 2.1.6 of Volume I of the application. The applicant states that no structures or <br />renewable resource lands exist within the proposed permit and adjacent aeeas. The <br />Division concurs with that opinion. The operation is, therefore, in compliance with the <br />requirements of Rules 2.05.6(6) and 4.20. No subsidence monitoring is required for this <br />operation. <br />XII. Operations on Alluvial Valley Floors <br />Information provided by the applicant with respect to alluvial valley floors can be found <br />in Section 4.14 of Volume I, Sections 4.1.3 and 4 ~.2.1 of Volume VI, figure 4.1-2 of <br />Volume III and figure 4.1.1S of Volume VII of the permit application. Based on a review <br />of this information, the following determinations have been made by the Division: <br />AVF Determination <br />The proposed petmit azea for the Munger Canyon Mine occupies parts of four drainage <br />basins distinguishable on atopographic map. These basins include Munger Canyon, <br />Stove Canyon, Buniger Canyon and an unnamed tributary to East Salt Creek. East Salt <br />Creek has been determined to be an alluvial valley floor. The irrigated agriculture which <br />exists in the East Salt Creek Valley is evidence of this conclusion. Irigated cropland as <br />well as areas used for grazing are shown on Figure 4.1-1 S of Volume VII of the permit <br />application. <br />So <br />
