Stipulation No. 14 <br />THE DIVISION REQUIRES GRAND VALLEY COAL COMPANY TO COMPLETE <br />APPROPRIATE WASTE SHEAR STRENGTH TESTS AND TO SUBMIT THE <br />RESULTS OF THOSE TESTS TO THE DIVISION FOR REVIEW AND APPROVAL, <br />IbtMEDIATELY FOLLOWING THE AVAILABILITY OF REPRESENTATIVE <br />COAL PROCESSING WASTE REFUSE MATERIALS. IF SIGNIFICANT <br />MATERIAL STRENGTH VARIATION OCCURS BETWEEN THE ACTUAL TEST <br />RESULTS AND THOSE VALUES ASSUIv1ED IN COMPLETING THE STABILITY <br />ANALYSIS INCLUDED WITHIN THE AIv1ENDED PERMIT REVISION <br />APPLICATION, THE DIVISION WILL REQUIRE GRAND VALLEY COAL <br />COMPANY TO COMPLETE AMENDED STABILITY ANALYSIS AND DESIGN <br />REVISIONS TO THE WASTE PILE PLAN. <br />The applicant has supplied a description of the geology of the permit and adjacent azeas <br />in Sections 4.2 and 4.3 of volume I of the application. These sections have been <br />reviewed by the Division to determine conformance with the Rules and Regulations. <br />The applicant has submitted geochemical and physical analyses of the roof, floor and coal <br />for the Cameo seam from the McClane Canyon Mine (Tables 2.1-4, 2.1-5 and 2.1-Sa, <br />Volume I, McClane Canyon permit application), roof and floor analyses for the Cameo <br />seam from the Munger Canyon Mine (Tables 42-IA and 4.2-1B, Volume I, Munger <br />Canyon permit application) and the composite roof and floor analysis for the Upper <br />Cazbonera seam from the Munger Canyon Mine (Table 4.2-1. Volume I, Munger Canyon <br />permit application). No analyses were submitted for the stratum through which rock <br />slopes will be driven between the Cameo and Upper Cazbonera seams. <br />The geochemical analysis of the Uppec Cazbonera roof and floor strata (Table 4.2-I) does <br />not contain all of the pazameters required by the Division. Since waste material from <br />these rock strata will be deposited in the waste rock site, an analysis of the remaining <br />pazameters must be completed and submitted prior to driving the rock slopes to the Upper <br />Cazbonera seam. Therefore, the following stipulation was required to find the applicant <br />in compliance with Rules 2.04.5 and 2.04.6: <br />Stipulation No. 1 <br />SIX MONTHS PRIOR TO THE DRIVING OF ROCK SLOPES WITHIN THE <br />MUNGER CANYON MINE FROM THE CAMEO COAL SEAM TO THE UPPER <br />CARBONERA COAL SEAM, THE APPLICANT MUST SUBMIT GEOCHEMICAL <br />AND PHYSICAL ANALYSES OF THE UPPER CARBONERA ROOF AND FLOOR <br />STRATA AND ALL INTERBURDEN STRATA BETWEEN THE CAMEO AND <br />UPPER CARBONERA COAL SEAMS WHICH WILL BE ENCOL~ITERED Lam!
