Page 4 <br />Delta Montrose Electric Associaiion teams will be on standby should any <br />damage occur to their substation or the power lines that are fed from it. <br />Old highway 133 will be blockaded and dug up in the vicinity of the silo. <br />This highway is within the fall zone and will be rebuilt neaz the end of the <br />project. <br />The guest house cannot be protected from potential vibration damage but <br />the chances of damage aze extremely remote. <br />2.3.8 Safety Provisions For Misfires And Secondary Blasting. <br />Following each blast a period of fifteen minutes will elapse before anyone <br />is allowed to approach the blast site. The fast person on the blast site will <br />be the blasting supervisor who will inspect for misfires. None being <br />found, he will give all cleaz signal. <br />Secondary blasting is not anticipated. <br />2.4 Procedures For Handling Traffic On Old Highway 133 And Ute Railroad, <br />For Clearing of the Blasted Concrete & For Protecting the Railroad Tracks. <br />Old Highway 133 will be closed to traffic by installing a Type III barricade just west of <br />the entrance to the guest house. It will be physically guazded during blasting operations. <br />A flagman employed by the Railroad will be on site during all times that we aze working <br />within twenty feet of an operable track. <br />Immediately after blasting, all pieces of broken concrete lying on the railroad track will <br />be removed by hand. <br />2.5 Responsible Blasting Supervisor <br />D. W. Weddell will be directly responsible for designing, supervising, loading and firing <br />of the silo blasts. Iver Iverson will supervise the drilling, loading and firing of all other <br />demolition blasts. Ms. Robin Schurman of Western Vibration Specialists, Inc. is the <br />vibration specialist. Resumes of these three responsible persons aze attached as Exhibits <br />Hl, HZ, and H3. <br />2.6 Preblast Survey <br />A preblast survey of the guest house, rail tracks and substation was made prior to the <br />beginning of work. This preliminary survey will be supplemented with further study and <br />photographs on February 8,9 & 10th. The preliminary preblast survey report is attached <br />as Exhibit I1, I2, I3, I4. The substation will be examined on February 8, 1994. <br />Miners Inc. <br />
