DRAFT <br />INTRODUCTION <br />Water Management Consultants, Inc. (WMC) has prepared this work plan for Kennecott <br />Energy Company's (KEC) Colowyo Coal Mine (CCM) to characterize the project-wide <br />groundwater, surface water, and geochemical baseline conditions for the proposed Collom <br />Pit expansion. Kennecott Energy Company (KEC) is considering the development of the <br />Collom mining pit located approximately four miles west of the current Colowyo mining <br />operation. The current operation is located in Northwest Colorado midway between the <br />cities of Craig and Meeker on Highway 13 at mile marker 64. <br />In anticipation of proceeding with development of the Collom Pit, this work plan has <br />been designed to collect baseline and long-term information to support mine permitting, <br />to define the groundwater/alluvial water regime, and to evaluate key hydrologic issues <br />associated with project development. This work plan has been designed to collect the <br />data which is necessary to characterize the pre-mining environment as directed by the <br />Colorado Surface Coal Mining Reclamation Act, the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining, and the Guidelines for the Collection of <br />Baseline Water Quality and Overburden Geochemistry. <br />KEC wishes to present this work plan to the Colorado Division of Minerals and Geology <br />for their input, identification of fatal flaws, and concurrence with the approach presented <br />here. <br />2572-Ri <br />Co/owyo Coal Company, L.P. <br />Water Management Consultants <br />
