Lamm
Governor
September 12, 1986
Mr. E. Peter Matthies
President
New Castle Energy Corporation
9137 East Mineral Circle
Englewood, Colorado 80112
Re: Stipulation No. 3, Coal Ridge No. 1 Mine, File No. C-84-065
Dear Mr. Matthies:
I have finished the review of your request for changes to the water quality
monitoring program for the Coal Ridge No. 1 Mine. Your revision is
acceptable, however, holes OW-12 and OW-13 should continue to be checked for
verification that they are dry. They should be checked annually during the
second quarter of the year.
In the 1985 annual hydrologic report submitted for the mine, wells OW-4L and 8
were noted as suspected of being affected by flow in the Vulcan Ditch. The
ditch was suspected of affecting both levels and accounting for fluctuation in
sulfate levels between the wells. For this reason, the Division requires that
a sample be taken of the water flowing in the Vulcan Ditch and analyzed
annually for the field and chemical parameters list. This sample should be
taken during August or September of the year.
A revision to the monitoring program falls under the
revision by definition. Therefore, New Castle needs
this revision with publication of public notice. The
OW-12 and 13 should be included in the revised pages
permit application.
Please call if you have any questions.
Sincerely, '
' ! ~ .i
Candace M.
