This letter states our position more cIeazly than might be evident in the inspection report of <br />12/07/04. <br />Based on my inspection of the site with Mr. Berhan Keffelew on December 7, 2004, the area <br />encompassing Cell #1 has achieved final reclamation of several aspects of the overall reclamation plan. <br />In particular, most of the mining, all rough grading of final slopes, and rough drainage have been <br />completed. <br />^ Except for removal of the "land bridge" between the Ergers Pond mine site (Permit M-1998-036) <br />and Cell #2 of the Bromley Lakes mine site (M-1987-049), mining (excavation) from Cell #1 has <br />been completed. <br />^ Except for installation of a "side channel depression" in the northwestern sector of Cell #1 <br />adjacent to the Platte River, and installation of a "depression in dike" between Cell #1 and Cell #2, <br />all rough slope grading is complete. (The Division recognizes that the exact location and <br />dimensions of these two high water overflow features aze subject to design and location approval <br />of the Urban Drainage and Flood Control District.) <br />^ The application of topsoil is essentially complete over the Cell #1 area. <br />^ The only remaining required grading is that which maybe required to generate a smooth surface <br />for revegetation. This might be achieved directly by dragging or harrowing the slopes, or <br />indirectly by the use of mulching or crimping equipment. The Division would not expect such <br />slope smoothing to be done until after a slurry wall is installed. <br />• No seeding has been done.
