Runoff from the SAE will flow onto adjacent undisturbed land <br />Pond 3 Area: The reclaimed Pond 3 area is a small, disturbed area of approximately 2.47 acres that is <br />sloped away from the adjacent Pond 4. The operator has regraded Pond 3 to AOC, so that any mnoff <br />will flow through the area to the northeast. The slope of the reclaimed Pond 3 drainage varies from <br />0.21%-1.72%. The reclaimed grade and channel pattern is in compliance with the approved <br />reclamation plan. <br />The reclaimed Pond 3 area is within the Pond 5 watershed; however, before reporting to Pond 5, any <br />disturbed area mnoff will flow over undisturbed land. This necessitates the use of an alternate <br />sediment control device for the mnoff from the reclaimed Pond 3. The alternate sediment control <br />devices used at Pond 3 are both straw bales and sediment fence. EFCI provided the Division with an <br />SAE demonstration that shows that any water leaving the site will meet all applicable water quality <br />standazds. The straw bales and silt fence are properly installed and are functioning as designed. <br />Runoff from the Pond 3 area will flow onto undisturbed land and then into Pond 5. The PVC pipe that <br />was left at the former pond outlet has been removed by EFCI. <br />South Fan: The reclaimed south fan area is a small disturbed area, approximately 0.46 acres, in a <br />remote location relative to a sediment pond. The area was the former portal bench for the Monarch No. <br />4 Mine, which was operating in the 1930's and 1940's. EFCI has graded the azea so that any runoff <br />will flow off of the reclaimed azea from the south to the north. The gades vary from approximately <br />1 % to more than 33%. Runoff from the area will flow through an SAE that consists of sediment fence <br />at the northern edge of the azea. EFCI has provided the Division with an SAE demonstration that <br />shows that water leaving the site will meet all applicable water quality standazds. The SAE is properly <br />installed and is functioning as designed. Runoff from the SAE will flow onto adjacent undisturbed <br />land. <br />The Division finds that drainage control is in place and in compliance with the approved plan at the <br />portal and facilities azea, the coal stockpile azea, at reclaimed Pond 1, Pond 2 and the boneyazd azeas, <br />the explosives bunker azea, the Newlin Creek topsoil stockpile, [he Roadside topsoil stockpile, the <br />borrow azea and associated topsoil stockpiles, the rock dust storage area, the Pond 3 azea, and the <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 28 25 Apri12003 <br />
