stability in the reclaimed landscape. The reclaimed area represents approximate original contour. A <br />positive drainage flow through the area has been established. See Exhibit J for pictures of the area <br />During the informal conference on I S January 2003, representatives of The Vento Group requested that <br />the `tree islands' be removed. EFCI agreed to this request. EFCI removed the trees and regraded the <br />earthen mounds to blend with the surrounding terrain. The Division verified the tree removal and the <br />final grading of the Pond 3 area during the 24 January 2003 inspection. <br />South Fan Area: The south fan, also referred to as the Monarch fan, is located along the permitted <br />portion of the light use road approximately 1.2 miles from the southeast comer of the reclaimed GEC <br />East Pit. The south fan was installed in the portal of the historic Monarch No. 4 Mine that was active <br />in the 1930's and 1940's. The fan area was previously disturbed and encompasses approximately 0.46 <br />acres of disturbance. Installation of the fan was approved with Minor Revision 20 (approved on 7 <br />August 1992). <br />The fan was installed on the portal bench that existed prior to installation and reclamation of the area <br />included removing the fan structure, sealing the shaft, a limited amount of regrading work <br />(approximately 200 cubic yazds of material were removed and stockpiled during initial construction) <br />and topsoil replacement. On the 5 December 2002 inspection the Division verified that all of the <br />required reclamation was performed. <br />The Division finds that the portal and facilities area, the coal stockpile area, Pond 1, Pond 2, the <br />"boneyazd" azeas, the explosives bunker, the Newlin Creek topsoil stockpile, the Roadside topsoil <br />stockpile, the refuse pile, the borrow azea, topsoil stockpile and subsoil stockpile, the rock dust storage <br />tank, Pond 3 and the South fan azea have been backfilled and regaded to approximate original contour <br />as required in the approved permit and in Rule 4.14. <br />Refuse Disposal Area <br />The Southfield Mine's reclaimed refuse disposal area and associated borrow azea are located west of <br />the facilities area.
