Since the South Platte River is already over-appropriated, this will <br />result in a loss of water to downstream irrigators. <br />The applicant states that this evaporation will be replaced by augmenting with <br />water provided from 5/6 of a share of Big Thompson Ditch and Manufacturing Co. <br />water. No information was provided concerning the effective yield and his- <br />toric use of this water. The applicant also did not discuss the dry-up of any <br />irrigated lands. An augmentation plan must be developed, submitted to, and <br />approved by the Water Court. We have no record of this being done. <br />Unless a plan for augmentation is developed to replace the water loss to the <br />system due to evaporation, the operation will injure existing water rights. <br />Therefore, we cannot recommend approval of the permit until the applicant is <br />capable of mitigating the injury that will be caused by the project. Further, <br />we will order Coulson Excavating Co. to cease operations if our Water Commis- <br />sioner determines ground water is being exposed without a well permit or there <br />is determined to be a wasteful use of ground water occurring. <br />HDS/JCM:ma/8724H <br />cc: Alan Berryman, Div.
