CDMG <br />granted release of $111,490 on October 16, 1998, reducing the amount of bond liability to $365,595. <br />Basin was eligible for Phase II bond release upon establishment of appropriate vegetative cover and <br />proving that erosion was demonstratively controlled. Basin applied for Phase II bond release on <br />August 25, 2000. In accordance with CDMG guidelines, up to 85 percent of the original bond for an <br />area can be released under Phase II approval. Consequently, the CDMG released $192,501 ofbond <br />liability in early 2001, thereby reducing the remaining bond liability to $173,094. Recently, the <br />CDMG approved a plan to abandon the northwest airshaft (TR-55) and raised the current bond <br />liability to $206,633.14. <br />Methods to measure vegetative ground cover, herbaceous production, and species diversity are <br />discussed in the following sections, and are approved in the permit document. <br />Random Sample Locations <br />' Vegetative cover and herbaceous production will be sampled on the reclaimed areas using 25-meter <br />point-intercept transects that are randomly located and oriented (Figure 1). Sample locations for the <br />point-intercept transects were generated using a grid system overlain on maps of the reclaimed areas. <br />Sampling for cover and production in the reference areas will proceed by implementing a stratified <br />random sample (Figure 2). A measuring tape will be placed along the eastern, length-wide edge of <br />each reference area. The 25-meter point-intercept transects will be run perpendicular to the baseline <br />' tape from randomly determined points of origin along that baseline tape. Due to the limited size of <br />the reference areas, this methodology is being implemented to ensure that double-sampling resulting <br />from overlapping transects does not occur. Random numbers were generated using the Microsoft <br />I' Excel 2000 Version 9.0.6926SP-3 random number generator. The resulting random numbers table <br />established the coordinates for transect origin and compass bearing. Sample locations will be <br />determined in the field by pacing from recognizable landmarks. <br />
