Banta. <br />Dwision Director <br />RE: CMA Reclamation Award Nomination <br />I am nominating the North Thompson Creek Mine, one of three in the state <br />operated by MINREC, Inc., in the category of Reclaimed Mine. To my knowledge <br />the mine has never previously been nominated fora reclamation award. <br />The enforcement history at North Thompson Creek since 1987 is as follows: <br />NOV C-88-025, for "Failure of portal seal to keep potentially toxic mine <br />drainage from entering surface waters The civil penalty imposed was <br />;250, and included 5500 for Seriousness, 50 for Fault (unavoidable), and <br />a reduction of 5250 for extraordinary effort and rapid compliance. <br />NOV C-89-014, for "Failure to provide storage for runoff as a result of <br />10-year/24-hour precipitation event iri pond P-9, and violation of the <br />approved permit, specifically the No. 1 Mine water treatment system". <br />The civil penalty imposed was 5500. <br />The two NOV's are both related to the failure in May, 1988 of the No. 1 Mine <br />portal seal, which released high-iron, moderately acidic mine drainage into <br />North Thompson Creek. Since this unforseeable occurrence, mine water has been <br />treated, first by chemical treatment and settling, and more recently by <br />settling in a series of four ponds. <br />Phase I Bond Release was granted to the operation on March 9, 1988. A memo to <br />the file by Candy Thompson which describes the bond release inspection states <br />"both Dennis Burns and I felt that reclamation work accomplished at the mine <br />and at the loadout is exemplary". Since this time very good vegetation and <br />establishment has taken place. Operator representative Jim Stover visits the <br />mine every 5 to 7 days to monitor the water treatment system and to perform <br />other maintenance. The result is a very clean site. Six revisions have been <br />submitted in the 18 months that I have been lead specialist.
