I have found that their answers <br />to questions 4, 6, 7, and 13 of the ML RD Preliminary Adequacy Review letter of <br />January 20, 1990 are now adequate. Questions 4, 6, and 7 related to topsoil <br />and question 13 to stream buffer zones. <br />There are still problems with the delineations on Exhibit 4.3-1 "Topsoil <br />Removal Years Related to Mining Years." Further, I can find nothing in the <br />text or exhibits that clearly states that the ground underneath the south <br />Moffat area topsoil stockpile will be tops oiled. Therefore, the following <br />concerns apply to P&M's adequacy responses: <br />Text <br />Please state in the appropriate text location what topsoil thickness will <br />be used for reclamation of the area beneath the footprint of the Moffat <br />Area southern topsoil stockpile. <br />Exhibit 4.3-1 <br />~". Should the "End of Topsoil Replacement - Year 19 (EOTR-YR 19 )" line <br />extend east to the topsoil removal boundary line? If so, please change <br />i t. <br />y2~ The area to the north of the "EOTR-YR 19" line needs to be labeled to <br />indicate when it will be topsoiled. <br />~,3~ Will all of the northern topsoil stockpile be reclaimed in year 20 or <br />will part of it be reclaimed in years 12 and 13 as the exhibit now <br />depicts? Please label this area as appropriate. <br />4. The topsoil removal variance areas will be graded to drain towards Trout <br />Creek. Therefore, the Division assumes that these regraded areas will be <br />reclaimed concurrent with the areas adjacent and to the west. Please <br />extend the EOTR-lines appropriately so that. this is clear. <br />
