To whom it may concern
During 2003, Oxbow Mining, LLC (OMLLC), has activities planned that may possibly require
surface blasting. Such blasting will typically be limited to the excavation of rock to facilitate
miscellaneous construction activities. Construction activities may occw throughout 2003.
Pwsuant to the provisions of Rule 4.08.3 of the Regulations of the Colorado Mined Land
Reclamation Board, OMLLC published the attached 2003 Blasting Schedule in the Delta County
Independent on December 18, 2002.
Additionally, Rule 4.08.2(1) of the Colorado Mined Land Reclamation Board for Coal Mining, states
in part:
'At least 30 days before initiation of blasting, the operator shall provide wrilfen
notification to all residents or owners of dwellings or other structures located within
one-half mile of the permit area which explains how to request apre-blasting
survey. Upon request to the Division by a resident or owner of a dwelling or
structure that is located, ... in the case of surface blasting activities incident to
underground mining activities, within one-half mile of such blasting activity, the
person who conducts surface or underground mining activities shall promptly
conduct apre-blasting survey of the dwelling or structure and promptly submit a
report of the survey to the Division and to the person requesting the survey. If a
structure is renovated or added to, subsequent to apre-blasting survey, then upon
request to .the Division a survey of .such additions and renovations shall be
performed in accordance with 4.08.2"

the blasting activity described in the attached 2003 Blasting Schedule, you may request apre-blasting
survey by contacting the Colorado Division of Minerals and Geology (CDMG), 1313 Sherman
Street, Room 215, Denver, Colorado 80203, Phone: [phone] or contacting OMLLC at P.O.
Box 53~, Somerset, Colorado, 81434. Upon a request to the CDMG or OivILLC by a resident or
owner of a dwelling or structwe that is located within one-half mile of the described area, OMLLC
will promptly conduct apre-blasting survey of the dwelling or stmctwe.
