-54-
The permit revision application included a geotechnical Appendix E, prepared
by Golder and Associates, consultants to CWI. This appendix presents the
results of geotechnical investigations, stability analyses and detailed
engineering designs for the west portal bench cut and fill and the
accompanying upgraded haul road. The stability analyses contained within
Appendix E are based upon projected slope configurations and material
mechanical properties obtained from material sampling and laboratory analyses.
Stability analyses were completed for both the operational and reclaimed
configurations of the new west portal facility area. Analyses projected the
following static slope safety factors for the west portal cut slope and fill
embankment.
Operational Configuration
Portal Cut Slope
Rotational Fill Slope Failure 1.52
Bedrock/Colluvium Rotational Failure 1.99
Portal Embankment Slope
Rotational Fill Slope Failure 2.04
Bedrock/Colluvium Rotational Failure 1.55
Fill/Colluvium Contact 2.17
Backfilled Configuration
Rotational Slope Failure 1.94
Fill/Colluvium Contact 2.73
CWI has committed, within the revised permit revision application to the
installation of the piezometer within the downslope face within the west
portal bench embankment fill, as depicted on Sheet 5 of 10 of the Golder
Associates Report, entitled "Mine Bench Fill". This piezometer will allow
observation of the phreatic water table surface within and beneath the
embankment fill.
The operation is in compliance with the requirements of this section.
XVIII. Non-coal processing waste such as paper trash, garbage,
scrap metal, and other non-hazardous waste is currently disposed of at the
Delta County Landfill.
CWI, in response to Stipulation No. 16 of its original Permit No. C-038-81,
obtained approval for an underground development waste pile at the Orchard
Valley Mine.
