<br />Exnlanation of Request <br />The proposed Concrete Plant is to be located for 5 years on the northernmost part of Brannan Pit <br />29, which is located between U.S.85, E-470, Brighton Road, portions of Brighton Road, privately <br />owned property, and the Fulton Ditch in Sections 26 and 35, Township 1S, R67W. The property <br />where the plant is proposed is County Assessor's Parcel No. 1571-26-0-00-026. This area is the <br />final phase of a 162+ acre mining operation permitted under County Case #EXG2004-00002, and <br />a State of Colorado DMG's Permit M-80-183, that is expected to be completed in 2014. <br />The plant is intended to serve the needs of local road and other construction projects in the area. <br />The plant is a "CS Johnson Model 524 Concrete Plant (Serial Number 66211) that has operated in <br />various other locations in accordance with all applicable State Air Emissions and Water Quality <br />Regulations. The mining plan proposes this area to be mined, and then backfilled with sand spoils <br />and overburden from other portions of the mining operation and inert fill. Since the plant is <br />portable, it may be moved from time to time to accommodate both mining and backfilling <br />operations, but the plant will always be located over 250' east of Brighton Road, no internal <br />driveways or piles of material supplying the plant will be located within 100' of Brighton Road, <br />and the entrance to the plant will be located on 132°a Avenue alignment a minimum of 250' east <br />of the intersection of Brighton Road and the 132na Avenue. The plant will operate as demand <br />warrants, but will be allowed to operate from 7:00 AM-7:00 PM, Monday thru Saturday, except <br />by special permission of the Planning Director for temporary Sunday operations or extended <br />hours for specific jobs that require concrete for overnight or Sunday operations. <br />On days the plant is operates there will be a maximum of Z00 maximum truck trips and an average <br />of 40 truck trips. Haul routes are the same for the mining with incoming traffic using the 132na <br />Ave. alignment from Brighton Rd., 136`s Ave., and US 85, and outbound traffic using 132na Ave. <br />to E-470 exit ramp onto US 85. For both inbound and outbound traffic, 124'" Ave. may be used, <br />once the intersection of 124x' Ave. is improved to ease truck-turning movements. Brighton Rd. <br />north of 136a' Ave. and south of 124` Ave. may also be used for deliveries of concrete products <br />to projects located on Brighton Rd. <br />Homes within 1,000' are a home to the north of E-470 that can't even view the site because of <br />the elevation of E-470, several homes west of Brighton Road surrounded by an active gravel pit <br />(Worthing Pit, County Case #EXG2005-00005) and screened by berming and landscaping, and a <br />home to the southwest on the west side of Brighton Road across from the larger active mining <br />area of this property. The concrete plant's affect on these homes is negligible, especially in <br />comparison to those impacts already generated by the proximity of E-470 and all of the existing <br />mining operations in the area. <br />In summary, the plant will provide needed concrete products to road and other local construction <br />projects. The use is consistent, and can comply with, the purposes and requirements of the <br />County's standards and regulations, and is also compatible with the surrounding area, harmonious <br />with the character of the neighborhood, not detrimental to the immediate area, not detrimental to <br />the future development of the area, and not detrimental to the health, safety, or welfare of the <br />inhabitants of the area and the County. All off-site impacts have been reasonably addressed, there <br />is adequate space for the use, and public services in the area are either not needed for this use or <br />are adequate to serve the use. Brannan would therefore requests the Planning Staff's favorable <br />recommendation, and the Board of Adjustment's approval of the requested use for five years. <br />
