Box 1821 <br />Colorado Springs, Colorado 80901 <br />Dear Dr. Corley: <br />On January 28, 1988, Gregg Squire and I met on the GEC mine site with Mr. Ray <br />Kirby to determine the extent of surface disturbance as a result of mining <br />activities in order to develop an approach to reclaiming the area. <br />Considering the Division's limited resources in performing reclamation work on <br />this particular site, it is our responsibility to prioritize the on-site <br />problems to derive as much utility from the available monies as possihle. <br />Please be aware, the Coal Section of the Division is not allowed to use SMCRA <br />bond money for the removal and/or reclamation of off-site (i.e. outside of the <br />permit area) coal refuse or disturbed areas only the AML program may conduct <br />such reclamation using federal funds. Furthermore, the Division would like to <br />avoid use of off-site borrow materials due to the large expenditure associated <br />with transporting these materials to the area being reclaimed. <br />At this juncture, the Division would like to give you the opportunity to <br />provide input on the reclamation work needed at the GEC strip mine site prior <br />to developing the final reclamation plan, In order that we may expedite the <br />process involved in reclaiming the site, please submit your <br />comments/suggestions to the Division by February 19, 1988.
