Walker, Byron
From: Walker, Byron
Sent: Wednesday, January 14, 2004 3:19 PM
To: James E. Stover (E-mail)
Cc: Hernandez, Dan
Subject: Permit Actions, North Thompson Creek Mines, C-1981-025 ~~.~~ Gov v.s/~ .
Dear Mr. Stover, in response to our telephone conversation of today, requests for release of liability of areas overlying
underground coal mine workings are to be processed in accordance with Rule 3.03. In summary, then, actions might be as
follows:
Action 1. A Technical Revision could be submitted to terminate piezometer monitoring at D-1A and D-2A (monitors
groundwater in an area of approved Phase III Bond Release).
Action 2. A bond release application could be submitted to release liability of areas overlying underground coal mine
workings (a portion of the affected areas).
Action 3. A Technical Revision could be submitted (an incidental boundary change), after approval of Action 2, to reduce
the permit area (draw in the permit boundary) so as to release approved Phase III bond release areas from the permit.
Other. A Technical Revision of smaller scope than Action 3 could be submitted sooner to reduce the permit area (draw in
the permit boundary) to release those unaffected areas of approved Phase III Bond Release (such as the loadout area).
However, the same could be accomplished under Action 3 (reduce duplication of effort in changes to the PAP and
processing of such actions).
Please call me if you have any questions
Yours truly,
Byron G. Walker, EPS
