Land and Coal Ownership at Mine 1 and the Eckman Park Mine <br />Mine 1 and the Eckman Pazk Mine are a surface coal mines. Ownership of the lands for which bond <br />release have been requested is private and federal. Ownership of [he coal that was mined from the <br />bond release area was also private and federal. <br />Lands included in the Bond Release Request <br />A total of 2,938.6 acres was disturbed at Mine 1 and the Eckman Park Mine. CYCC's current Phase <br />III bond release request covers 2,388.5 acres in two bond release blocks (Mine 1 and Eckman Park <br />Mine) as shown on Figures 3 and 5 in the bond release application package. The 2,388.5 acres <br />comprises all disturbed acreage that has not previously undergone Phase III (final) bond release, or <br />has not been transferred to the Foidel Creek Mine (permit C-82-056). <br />Dollar Amount of Bond Release Request <br />The Division currently holds a performance bond in the amount of $1,561,099 from CYCC. CYCC <br />is requesting release of this entire amount. <br />II. SUMMARY OF THE BOND RELEASE PROCESS <br />Reclamation History of Bond Release Blocks <br />Coal was mined at Mine land the Eckman Park Mine using area strip tnining methods. <br />Overburden was blasted and then removed with a dragline. Topsoil was stockpiled during <br />mining. Mining was completed in 1989. Reclamation operations were conducted <br />contemporaneously with mining between October 1976 and November 1991. The general <br />reclamation sequence was: backfilling of pits, regrading slopes to the approximate original <br />topographic contour, distribution of topsoil on the regraded slopes, seed bed preparation (chisel <br />plowing and contour furrowing), drill seeding, and planting of shrub seedlings orlive-hauled <br />shrubs. Seed mixes used were changed during the course of reclamation as the operator ]earned <br />which mixes were more successful. The bond release blocks were not fertilized or irrigated. <br />Monitoring wells were reclaimed in December 2001. <br />Items Approved for Permanent Retention <br />Items previously approved as permanent are shown in Table 1, below. <br />Mine 1 and the Eckman Park Mine Page 2 January 3, 2002 <br />Phase III Bond Release <br />
