This proposal is a request for a Class II Land Use Permd from La Plata County to allow a 5.1 acre expansion of <br />the present permtt limits for the Thomas Gravel Pit, located 1.5 miles north of Hermosa and east of US Highway <br />550 in La Plata County. The extraction and processing of sand and gravel products has occurred on the site <br />intermittently since 1930. In addition to the ongoing activities taking place on the site, this request will allow for <br />the one-time mining of sand and gravel resources on approximately 4.7 acres within the expanded area. <br />The Thomas Gravel Pit is successful because tt meets all of the minimum criteria required for a sand and <br />gravel operation: <br />o Availability of the Site <br />o Quality and Quantity of the Gravel Resource ._. <br />o Strong Demand for the Processed Resource <br />o Location of the Site in Respect to the Demand <br />o Excellent Accessibility <br />o Availability of Other Services (Particularly Water) <br />o Public Acceptance <br />The following are justification far granting the expansion request at the Thomas Gravel Pit: <br />/ A demand exists, and will continue to exist, in north La Plata County for sand and gravel products as <br />demonstrated with the on-going building and development activity in the area. Coupled with the <br />maintenance of the e>asting public infrastructure found in the vicinity. <br />/ Un-mined aggregate resources remain on the property. <br />/ The Colorado Division of Minerals and Geology have issued a permit for the activity and a financial <br />guarantee for reclamation is in place. <br />/ The applicant has demonstrated the ability to comply with all governmental regulations affecting this <br />stte. <br />/ Sand and gravel removal from the new mining area will result in an environmental enhancemeMto an <br />area adjacent to the Animas River. This is accomplished by the removal of an abandoned waste <br />water treatment faciltiy together with bank stabilization and planting. <br />/ The request for the removal of the sand and gravel resource from a new area will be a "onefime"only <br />activity not to exceed more than sBr months, including reclamation effort in this area. <br />/ The requested expansion will not result in an increase to the existing impacts on the surrounding area. <br />/ The request meets, or exceed the minimum criteria for operating a sand and gravel facility as <br />established in the La Plata County municipal code. <br />
