(5) Compatibility. Compatibility with existing uses and those which can be protected, based upon <br />present subdivision and land use approvals for properties located within the surrounding <br />affected area, as determined 6y the board of county commissioners, based upon competent <br />evidence in the record. A facility's compatibility with land uses in the surrounding area, which <br />the board of county commissioners finds will be affected by its operation, shall be determined by <br />the facility's estimated or projected ability to mitigate the impacts which it generates, as set forth <br />in the facility operational plan, and in accordance with applicable, county and federal rules, <br />regulations and standards. <br />RESPONSE -Any activity similar to the Thomas Gravel Pit operations, no matter where it is located will most <br />likely create an impact to the surrounding community economically, socially and physically. The natures of the <br />activity, how d is handled and controlled, determine whether the impacts are positive or negative. ey a logical <br />evaluation of all aspects of the exsting operations, steps have been taken to insure that the ultimate effects of <br />the activity are beneficial to the community. <br />During the time since the present operations were established, some impact on the adjoining properties could <br />be considered to be negative. By utilizing the "performance standards" concept, negative impacts created by <br />the activfty have been minim¢ed. In addition to the performance standards, a review of the operation by the <br />general population and various governmental agencies will occur as a result of the requested expansion. <br />Preparation of the Mining and Reclamation Plans within this narrative statement meets several goals <br />Goal 1. Preserve the integrity of the e>asting operation. <br />Goal 2. Protect the adjoining uses from any adverse visual or noise impact. <br />Goal 3. Maintain ease of accessibility for shipment of the product. <br />Goal 4. Institute controls for on-site and off-site damage to the natural environment. <br />Goal 5. Maintain a safe environment for workers and the general public. <br />In order to meet the goals established above, the following elements have been incorporated with the site <br />operations: <br />1. Removal of the abandoned waste water treatment plant adjacent to the river. <br />2. Enhance the exsting river banks and wildlife habitat areas through stabilization and planting <br />efforts. <br />3. Enhance the agricultural opportunities for the site. <br />4. Adequate parking and traffic circulation for employees and customers. <br />5. Locating aggregate processing equipment in the center of the propertyawayfrom the influences of <br />the river. <br />6. Maintain e>asting visual buffers between the site and US Highway 550. <br />7. Continue with ongoing and future efforts to stabilize and enhance the river channel. <br />
