soon after the County's acceptance of this request and will proceed over about a three month period, <br />depending upon weather conditions. All of the resource will be hauled from the property for processing at a <br />facility about four miles south of the site on Trimble Lane which is owned by the applicant. Reclamation efforts <br />are estimated to require and adddional six months. <br />CRUSHING AND STOCKPILE AREAS -The excavated gravel resource from the river mining area will be <br />crushed and stockpiled according to size within the identified staging area. Mabmum processing is <br />appro>mately 3,000 tons per day. Since a portable crusher is used, the location of the crushing operation and <br />processed stockpiles may change from year to year. Used asphalt pavement and concrete rubble may also be <br />stockpiled within the staging area for future crushing. Once the asphalt and concrete is crushed to its proper <br />size, d is stockpiled for use as a recycled material in new construction. In the event that soil from outside areas <br />has been determined to be free of debris and inert, it may be brought to the site and stockpiled for use during to <br />aid the reclamation efforts. <br />ASPHALT PRODUCTION -A portable asphalt plant may be erected on the site in the staging area from time to <br />time. Material crushed on site will be used for asphalt production. Asphalt production is seasonal and normally <br />occurs between April and October. The plant will meet or exceed all State and Federal pollution requirements, <br />and is inspected on a regular basis by corporate and governmental authorfties. Components associated with <br />the asphalt plant include: dryer drum, bag house or wet scrubber, liquid asphalt storage, aggregate feed bins, <br />mixer, conveyors, lime silo, truck loading equipment, power supply and distribution. <br />CONCRETE PRODUCTION -A portable concrete batch plant maybe occasionally erected on the site, Peak <br />production can reach rates approaching 100 cubic yards per hour. The plant can operate year round. <br />HAUL ROAD -The primary road and access serving the site are well maintained and are in good repair. <br />Access to the site is gained from US Highway 550 at m ile marker 36.5. The posted speed lim it on each side of <br />the e>asting access point is 65 miles per hour. The haul route between the Highway and the site is <br />approbmately 700 feet long. The privately owned road is paved between the site boundary and the highway. <br />Water is used on a as needed basis to control dust on the graveled surtace portions ofthe haul roads and within <br />the mining area. Speed limit and other traffic control signs can be found at strategic points in and around the <br />operation area. <br />Based on past conditions, 95 percent of the traffic utilizing the facility travels southerly on US Highway 550 <br />towards Durango. The remaining 5 percent travel north to other sites that require use of the construction <br />related material produced at the Thomas Gavel Pit. Bear in mind that any sand and gravel operation is <br />sensitive to market conditions and the community growth area that it serves. Therefore, uncertainty is inherent <br />with any traffic forecast for a sand and gravel operation. Given the mapm um production of the crushing and <br />asphalt plants, coupled with the available trucks, it is estimated that a peak of 34 trips per hour will utilize the <br />haul route during mapmum production periods at the facility. Two types of trucks will be used: 60 percent of <br />the loads will be 10 yard dump truckswith a ma>amum Gross Vehicle Wight of 54,000 pounds. The remaining <br />material removed from the facility will utilize 24 ton capacity belly/end dump trucks. It is anticipated that the <br />operation will generate a peak of 143 average weekday trips. <br />STAGING AREA-The largest use area within the site is 14.4 acres which are designated as the staging area. <br />Several activities ancillary to the mining operation occur within the graveled surfaced area. Two ebsting <br />buildings can be found within the staging area. One serves as indoor storage, the other as an office and weight <br />scale. The dominate use is the stockpiling of raw and processed resources. An e~asting topsoil stockpile area is <br />also located in the staging area. In addition to the location of crushing, asphalt and concrete production plants, <br />the following activities may occur from time to time within the staging area: <br />o Portable Fuel Storage <br />o Equipment Parking and Maintenance <br />o Lab and Tool Trailer Parking <br />o Worker Parking <br />o Seasonal Watchman's Residence (self contained RV). <br />
