The contractor, <br />Miners Inc., has devised a plan to bury the concrete material east <br />of the coal silos. This proposed borrow area is located along old <br />Highway 133. The proposed plan requires a trench roughly 14 feet <br />deep, 70 feet wide and 200 feet long. <br />The borrow area will only contain concrete from the coal silos and <br />some re-bar material. All other structures will be disposed off <br />site. The Division requires concrete material to be buried under <br />four feet of overburden. The road will be repaired in accordance <br />with DOT specifications outlined in your memo dated October 27, <br />1993. <br />The work is scheduled to commence in February. Due to the <br />scheduling of trains from the adjacent West Elk mine, it is <br />necessary to start the project as soon as possible. Miners Inc. <br />has stated that they have received oral permission from DOT to <br />construct the borrow area.
