SCC will provide additional detail on <br />the construction of the drain. <br />l.d. The approved application contains information on the materials used in the <br />embankment and keyway, in the section on the geotechnical investigation of Haul <br />Roads A and B. <br />2. Field investigations of the embankment area were conducted by Brian Len on July 25, <br />1996. <br />3. Brian Len has been on site, and will provide a copy of his July 25th report. Mike <br />Altavilla, Chuck McCulloh, and Brian Len, collectively, have photographs and field <br />notes of all phases of the construction. <br />Michael Altavilla transmitted a written response later this same day. After reviewing the response, <br />Jim Pendleton l:ad a couple more questions, so /called Mike Altavilla <br />I asked Mike why a keyway had been constructed when NWCC recommended a keyway not <br />be used. Mike said that when Brian Len saw the area cleared of topsoil, he told SCC that a <br />keyway probably wouldn't help with stability, so they shouldn't build it. When the area dried <br />out, Chuck went ahead and built the keyway, thinking it would be a good idea. Brian Len <br />later said it was OK to build the keyway, it's not a problem and won't affect stability. He just <br />thought they were in a hurry to get on with construction and wouldn't have time to dry things <br />out. <br />I told Mike that if the stability analysis on as-built conditions indicates the embankment will <br />have a factor of safety lower than 1.3, SCC will have to find a way to get it stabilized. Mike <br />said SCC would propose measures to be employed to increase stability (toe buttress, wider <br />base, etc.). The proposal would be in the form of a technical revision. I made sure that <br />Mike Altavilla understood that it is very possible that SCC would have to reconstruct the <br />entire embankment and/or keyway.
