Irrigation <br />water, together wi h an associated tax lien have be n permenantly attached <br />to these lands. Th>. required a commitment on the art of Orchard Mesa <br />Irrigation District to obtain and defend a water iglu and to develope, <br />operatr, and maintain facilities to deliver the rigation water, and the <br />associated tax lien a ainst the property for t landowner to make repay- <br />ment. <br />Any change in the land s~tus which would duce it's repayment ability <br />would be in conflict wit ttte prior commit ents made with Orchard Mesa <br />Irrigation District. <br />Our District has several co terns with espect to the proposed reclamation <br />plan p::rticularly as it apples to the roject lands, lots 465. <br />1. The construction slope~in~avel of 3/4:1 will ravel dawn Che <br />slope and fill in the ad itches that are proposed at the toe <br />of the slopes. <br />2. This would most <br />likely result in a saline water to le within the root zone of any <br />crop capabl of meeting the 06M tax lien obligation. <br />4.
