West Pit, C-81-037 <br />Dear Mr. Bozarth, <br />The Mined Land Reclamation Division would like to take this <br />opportunity to reiterate our request for maintenance at the G.E.C. <br />West Pit. The Division inspector, Cathy Begej, met Bob Williams at <br />the site on December 10, 1991, to identify maintenance issues <br />related to side slope stabilization and integrity of the drainage <br />system. The Division anticipated that this work would be completed <br />by now. <br />As bond holder, Harrison-Western is responsible for meeting <br />performance standards at the site for maintenance as well as long- <br />term bond liability. Failure to meet these performance standards <br />will result in enforcement action(s). During the December l0, <br />1991, inspection, we discussed the following maintenance issues: <br />1) Stabilization of gullies on side slopes. Previous <br />installations are working, but other straw check dams need to <br />be placed at a greater density and intervening gullies should <br />be seeded. Alternatively, Harrison-Western should grade the <br />gullies closed and re-seed. The latter alternative would re- <br />start the bonding liability time clock to year one. Failure <br />to pursue this maintenance would be a violation of Rules <br />4.14.6 and 4.06.4(2)(d); <br />2. Re-establish the second rock check dam up from the pond to <br />achieve compliance with Rule 4.05.5(2)(f); <br />3. Re-establish the pond geometry per the original designs to <br />provide adequate storage and treatment for a 10 year - 24 hour <br />storm event per Rule 4.05.6(3). <br />Since the inspection, the Division has reviewed the legal files and <br />has two additional requests: <br />
