The line is owned and operated by the Yampa Valley Electric Association Inc. and is located <br />along Trapper's western permit boundary adjoining Cyprus Empire Coal Company. Power is distnbuted to <br />a variety of sources including nonessential Trapper and Cyprus Empire facilities, the Lux residence, the <br />Siminoe residence and two other residences in the Big Bottom area. The two buildings are located within <br />the Cyprus Empire permit boundary and are approximately 600 feet from the proposed blast area. One <br />building is used io temporarily house Empire security personnel during their current strike. The other <br />building is used for equipment storage. Discussions with Cyprus Empire concerning apre-blast survey have <br />revealed that Empire will request Trapper to conduct such survey. A survey will be conducted and a report <br />submitted to Empire prior to our blasting within the 1000' buffer. Empue also requests that Trapper notify <br />them prior to any blasting closer than 1,000 feet from these structures to ensure security personnel are not in <br />the buildings. Trapper will also ensure that all occupants have been evacuated by visiting the premises prior <br />to each blast and notifying individuals of the imminent blast The likelihood of impacting services to these <br />residences and facilities is very slim. <br />Trapper, in conjunction with Yampa Valley Electric Association and Cyprus Empire Corporation, plans to <br />monitor and control impacts to the power transmission line and buildings by closely controlling the weight of <br />the explosives to be detonated. The exact explosive detonation amounts and subsequent peak particle <br />velocities that will be generated are not known at this time. Economy and practicality of blast design dictates <br />that initially Trapper use a "scaled distance factor" of 10 or less as the 300 foot limit to the powerline is <br />approached. This could produce "peak particle velocities" wish an upper limit of 3 iNsec which should have <br />virtually no effect on the powerline or buildings. Trapper will visually and seismically monitor blasts as we <br />approach the transmission line and buildings to prevent possible damages. A record of each blast will be on <br />rile at the mine site for inspection by the Division and by the public on request <br />Please Fmd enclosed a written waiver by Yampa Valley Electric Association and Cyprus Empire <br />Corporation, Inc. granting Trapper Mining Inc. permission to blast within 300 feet and 600 feet of their <br />facilities, respectively.
