Public <br />Service engineers are certain that, because of the unstable soils under the penstock, <br />the damages will continue unless and until the heavy truck traffic is discontinued or the <br />penstock is relocated. For that reason, you are hereby notified that the privileges <br />granted by the License Agreement dated April 10, 1996, are suspended, and will be <br />terminated if an acceptable solution to the penstock damages cannot be found. To <br />prevent any further damage to the penstock, please discontinue all truck and heavy <br />equipment traffic along the penstock right-of-way immediately.
