C-012-81, C-013-81 <br />Oear Mr. Stout: <br />As Candace Thompson has mentioned to you in telephone conversations, I <br />have assumed lead responsibility for the New Elk and Golden Eagle mines. <br />I have been reviewing the permits and stipulations, and would like to <br />present an overview of the current stipulation status herein. I will <br />also respond to current revision and stipulation issues. <br />New Elk Mine <br />A. Stipulations to Permit <br />Stipulations 1, 5, 6, 7, 10, 22, 23, 26, 30, and 31 have been <br />satisfied. In addition, Stipulations 9, 12, 13, and 15 have <br />met the required monitoring frequency and thus have been <br />satisfied to date. The request to reduce the monitoring <br />frequency for Stipulation 9 is currently being reviewed. <br />However, the Division requires that this request be submitted <br />as a technical revision before a decision can be issued. <br />The request for extensions on Stipulations 18, 19, 20, 21, 25, <br />and 29 have been approved. In the future, all changes in <br />stipulations, including extensions, will be treated as <br />revisions by the Division. The justification for this policy <br />is that stipulations are part of the permit, and as such, any <br />changes must be made within the revision process. <br />Stipulations 11, 14, and 17 have time frames which are related <br />to the mining sequence.
