COLORADO 80202 <br />April 13, 1983 <br />MEMORANDUM <br />T0: Robert Hagen, Director <br />Al q que FDelfice <br />FROM: Allenle~in,' Zldmini' _'strafor, WTC <br />SUBJECT: Double-Dick Mine Fire (6.E.C.) <br />Florence, Colorado <br />Attached are copies of the Eligibility Determination by the State of Colorado <br />Attorney General and the letter from the State AML office requesting emergency <br />assistance from the Federal Program Emergency Fund for dealing with this _ <br />abandoned underground-coal-mine fire. <br />According to our Washington Office, no Title IV/Title V conflict exists; <br />therefore, I find that the site is eligible for AML funding. Because of the <br />real potential for an "uncontrollable" fire at this site if immediate action <br />is not taken; and because, in that eventuality, control would be extremely <br />expensive (if possible at all); and further, such a situation would result in <br />life-threatening conditions extending over a large area, I have declared that <br />an emergency exists under the authority of Section 410 of PL 95-87. <br />If, after the initial precautionary steps identified in the Briefing Paper are <br />taken, it is determined that the threat of a rapidly-advancing and life- <br />threatening fire does not exist, the emergency project will be terminated. If <br />the emergency does prove to be of such an extent as to require the completion <br />of the control methods outlined in the Briefing Paper, the project will <br />continue. In any event, however, the State of Colorado will be "looked to" to <br />provide the long-term and final reclamation efforts, if any, which will be <br />remaining after the "emergency" has been abated. <br />Attachment <br />d1S M ~~n l~-Jd - <br />rfL ~~w.
