Shelton <br />Director <br />February 25, 1983 <br />T0: Dave Holm <br />FROM: Dave Buc naPf m <br />RE: On-Site Meeting Concerning Double Dick Coal Mine Fire <br />The meeting held today began at the offices of GEC in the Canon City Coal <br />Field and included an on-site tour of the Double Dick coal mine fire site. <br />Those in attendance included Li Chen, the GEC Mine Manager; Larry Dean Allen, <br />an attorney for GEC; Dr. W.D. Corley, Jr., President of the Corley Coal Co.; <br />Ray Curby, Manager for Corley; Wayne Oliver, Supervisor of the New Mexico field <br />office of OSM; Dan Martinez, Program Specialist for the New Mexico field office <br />of OSM; Bob Coleman, Natural Resource Specialist with the Western Technical <br />Center of OSM in Denver; Ginger Kaldenbach, Federal Reclamation Specialist with <br />the Western Technical Center of OSM in Denver; and myself, from Mined Land <br />Reclamation Division. <br />The meeting was prompted by a letter from Michael Galessi, an attorney for <br />the owners of GEC, which requested money from OSM in order to continue digging <br />a trench around the Double Dick fire and indicated that further fire fighting <br />efforts would stop unless such monies were made available. <br />The initial portion of the meeting was held at the GEC mine office, where Li <br />Chen reviewed the situation regarding the mine fire. He had prepared maps <br />showing the planned location of the trench around the fire and the location of <br />5 drill holes which were completed to gather information about carbon dioxide, <br />carbon monoxide and temperature. The drill holes were completed on February <br />8 and 9, 1983. Readings from each drill hole were taken daily and plotted on <br />a graph by Li Chen, Those results were briefly reviewed by him. Almost all <br />of the temperature readings were in the 50 to 52 F range. Later, when on-site, <br />we learned that these temperature readings are inconclusive due to the fact <br />that they were taken at the top of the drill holes and not down-hole. The various <br />tests regarding CO indicated that the fire was burning at the bottom of the <br />drill hole. Four of the five drill holes were driven into rooms of the mine. <br />The fifth drill hole was drilled into a pillar. Mr. Chen also indicated that <br />the actual location of the trench to contain the fire was a little east of the <br />planned trench location. It appears that the actual location is approximately <br />50 to 75 feet east of the planned trench location. <br />""~ <br />
